Commerce publishes new regulations removing the ability of importers to post bonds. Starting November 2, 2011, only cash deposits will be allowed for any entry subject to an AD or CVD investigation or order.
ITC Preliminarily finds injury on imports of Chinese crystalline solar cell and panel imports. Commerce to investigation antidumping and countervailing duties. Estimated margins in excess of 100 percent.
Commerce announces CVD Duties on High Pressure Steel Cylinders from China of 22.34 % effective October 18, 2011.

New AD and CVD cases initiated on Welded Pipe & Tube from India, Oman, UAE, and Vietnam. Margins estimated between 20-50 percent.
